China issues new travel rules for Nigerians, says all passengers departing from or transferring via Nigeria on China-bound flights must present COVID-19 negative certificates

As part of the measures to contain the continued spread of the Covid-19 global pandemic as international flights resume, the Embassy of China in Nigeria has issued new travel guidelines for safety of trips and passengers.

The new rules were issued on Sunday by the embassy in Abuja.

The statement noted that the measures are to: “ensure the health and safety of international travel and reduce the risk of cross-border spread of the epidemic, in accordance with the relevant joint announcement of the Civil Aviation Administration of China, the General Administration of Customs of China and the Ministry of Foreign Affairs of China issued on 20 July 2020, China-bound passengers from Nigeria, including those ultimately bound for China who transfer via Nigeria, are required to obtain COVID-19 negative certificates before boarding. The Embassy of People’s Republic of China in the Federal Republic of Nigeria would like to notify:”

Starting from 1st September 2020, all Chinese and foreign passengers departing from or transferring via Nigeria on China-bound flights are required to take nucleic acid tests and present the COVID-19 negative certificates to the Chinese Embassy before boarding. The following arrangements are hereby announced:

All Chinese and foreign passengers who are to fly to China are required to take nucleic acid tests for COVID-19 within 5 days before boarding. The tests should be taken at institutions (website : https://www.fmprc.gov.cn/ce/ceng/chn/ or http://lagos.china-consulate.org/chn/) designated or recognized by Chinese Embassy and consulate in Nigeria.

For Chinese passengers, only those who can present green health codes with an “HS” mark are allowed to board the plane. In this regard, Chinese passengers are required to upload photos of their COVID-19 negative certificates to the Wechat mini program COVID-19 Prevention Health Code International Version through Entry B within 24 hours after obtaining the negative test results. The Embassy and consulate is to verify the certificates and approve green health codes with an “HS” mark for the real COVID-19 Negative certificates holders. Ⅲ. For foreign passengers, only those who can present valid Health Declaration Forms issued by the Embassy or the consulate are allowed to board the plane. In this regard, foreign passengers are required to present their COVID-19 negative certificates to the Embassy or consulate according to the location of the designated or recognized testing institutions when applying for the valid Health Declaration Forms within 5 days before boarding.

After obtaining the negative test results, foreign passengers should send scanned copies of (1) information page of the valid passport, (2) COVID-19 negative certificate and (3) Health Declaration Form signed by the applicant to the following email address:

After the due verification, the Chinese Embassy or consulate will email a scanned copy of the stamped Health Declaration Form back to the applicant. The applicant should print out 2 copies of the Form and take them to the airport. Please make sure to board the flight within the validity period of the Health Declaration Form and cooperate with the staff of the airlines for further checking (one copy for the airline).

Airlines are responsible for checking the green health codes with an “HS” mark or Health Declaration Forms of their passengers before boarding. Passengers who fail to meet the above requirements should not be allowed to board the planes and have to rearrange to the itinerary.

All Chinese and foreign passengers who transfer via Nigeria to China should complete the nucleic acid test and application for the green health codes with an “HS” mark or the Health Declaration Forms in the departure country in advance.

All Chinese and foreign passengers transfer via countries (name-list please check https://hr.cs.mfa.gov.cn/help_two/help-two/gj.html) where China-bound passengers are required to obtain COVID-19 negative certificates before boarding, the health codes or Heath Declaration Forms will also be checked.Please ensure its validity when transferring,otherwise you will not be allowed to board the plane.

The uploaded test certificates must be complete, clear and unmodified. Otherwise, it may affect the result of verification.

Passengers who provide false certificates or information shall bear corresponding legal liabilities.

The Embassy of the People’s Republic of China in the Federal Republic of Nigeria reserves the right to final interpretation of the above arrangements.
